MHC Reconnaisance Town Survey Millbury was
incorporated in 1813, purchased as an eight square mile parcel of land (which
included Sutton and a portion of Auburn) from the Nipmuc Indians in 1704.
Millbury, with sections known as Bramanville, Buck's Village, Aldrich Village,
Simpson's Village and Greenwood, is the home of the Waters Mansion which housed
Asa and Andrus Waters who held several patents on gunmaking. Millbury evolved
from a diverse economic base ranging from various industries and commercial
shops along with farming and dairying. The town lies along the Blackstone River
and the entrance to Rte 146 near Worcester's border. It has eleven zones with
two overlay districts, but has not passed the Community
Preservation Act.As of 2000, Millbury's population stood at 12,784
and its growth rate has been slower than many of the other Blackstone Valley
towns at less than 4% a year. Yet, with the widening of Rte 146 from Providence
to Worcester and a recent opening of a Mass Turnpike entrance/exit, the Town is
an attractive location for commercial growth. The tax rate stands at $15.00 per
thousand and the median house price is $229,289. The per capita income is
at $15,474 with per pupil expenditures at $6750. and teacher salary ranges of $34,700
to almost $60,500. Three schools house various grade levels ranging from K-2,
3-6, and 7-12 with a total enrollment of 1934. Schools include Elmwood Street's
K-3, Shaw Memorial's 4-6 grade and Millbury Memorial High 7-12. Millbury also
shares the Blackstone Valley Vocational and is home to Assumption's Pre-K to
eighth grade.
SATs are taken by 84% of students and median
scores are: 526 math, 524 verbal with 50% attending 4 year colleges and 28%
headed for junior colleges. The dropout rate is 3% all all classrooms are wired
for the internet. The student to computer ratio is 7:1.
Churches include: the First Congregational
Church on West Main and the Raymond Memorial Congreagtional Church on Raymond
Street, the Millbury Baptist Church on Main Street and Our Lady of Assumption on
Waters Street and Brigid on Main Street. Services are a combination of private
septic.water and town sewer and water.
Rubbish permits are $15 to use the transfer
station and accept returnables for recycling.
